When applying to EC, either online or by mail, do I get the clep and dantes transcripts sent to me, and then send them to EC? Or will they mail them directly to EC?

CLEP and Dantes transcripts are just like college transcripts - Excelsior College must receive them directly from the credit-granting institution.

They will get sent straight to the college from the college board and whatever organization administers DSSTs.
