Well that is a state run program, not federal. States can do what they want. In my state you can get all those services, citizen or not, though citizens get access to other programs in addition.

Civil Wars tend to be fought over federally related issues and not state. If you dont like one state then dont live there

We are in a cultural war or the academic term "cultural hegemony."

The vice president of the Confederacy said that the war was over slavery. Several states mentioned slavery in their declarations of secession. The North mainly fought the war to keep the union together. The South shot first and was paranoid about the possibility that Lincoln would abolish slavery. In 2024, we still have bigots who believe that states' rights are more important than human and constitutional rights for individuals.
