I mean for colleges. Is there any way I can ask them to pre-evaluate a class?

Yes, you can email advising and ask what X class at Y school would come in as. They may or may not be very helpful, depending on who you email. They may ask for a syllabus or a course description.

Does failing a TECEP show up on a transcript? Or affect GPA?

No, TESU does not show when you've failed a TECEP. They used to, but your transcript no longer reflects TECEPs that were attempted and failed. TECEPs are pass/fail and do not have any effect on your GPA no matter whether you pass or fail.

Back in 2016, I had a few that I either registered for but didn't take, or took and failed - all showed up as W's, which did not hurt my GPA. Now, they don't even show up on your transcript at all, unless you pass.
