They way they word it makes it seem that you dont need to meet the residency reirement if you enroll i the fflate rate tuition plan : " However, not everyone has this requirement. Whether or not you have to satisfy a credit hour residency requirement depends upon your enrollment plan."

So you're asking this board to tell you what your enrollment plan is? If you don't know what it is, how would you expect anyone here to know?
You've had several people trying to help you out, and each time you get a response, the goal posts move and suddenly there's a different issue.
Maybe emailing TESU might be the best step here. TESU advisors don't always give accurate info for course transfers, but in this case, they will be able to tell you what your enrollment plan is, and whether you are obliged to pay the residency waiver, (or if you have some unique circumstance that removes this obligation, or whatever it is you're hoping for).

I was asking for clarification of whether or not you still hhave to pay the resident waiver fee if you enroll with the flat tuition rate plan. PPl on here say yes yo do, but on the TESU website it makes it seem like you dont. Again, on TESU they say this : "However, not everyone has this requirement. TESU regulations and rules are their own, we have no control over them, we're just following what they have on their catalogs and website. All that means is, if you have hit the 16 or more credit requirements through taking an enrollment plan through TESU, you're good to go. If your enrollment plan consists of just 15 or lesser credits, then you're still going to have to pay the residency waiver fee. It's just that - simple clarification here so other people who read this board will understand that part...
So many of my posts is always asking people, if they want to pay the residency waiver or take the minimum 16 credits for residency. With the 30 RA credit requirements, I tell people to try starting what they can at a community college and take as many general education and easily transferable courses (24 credits), then finish it off with any ACE courses that can be done cheaper, easier, faster than taking a course at TESU, then maybe complete both the cornerstone/capstone at TESU.

The reason why TESU words it like that is because military personnel have COMPLETELY different residency requirements than us regular students. For everyone else, you either take 16 credits with TESU or you pay the fee. End of story.
Flat rate has nothing to do with this.

I'm not aware of any inexpensive graded credits for compiler construction offhand but that doesn't mean there isn't any. I'm only commenting for the PLA portion. The course/courses a person wants to PLA doesn't have to be in the PLA database. Say Stanford University has a compiler course you would take the course description and syllabus from Stanford and submit it to TESU when you are applying for PLA.
