No one asks for FEMA, but I have many more transcripts I need to order now whenever I apply somewhere. Without ACE, CLEP, or DSST, I have about 16. The only reason I don't have 17 is because one school doesn't issue transcripts for non-degree programs. I just stopped listing it because I have to explain that I won't get a transcript. Plus, they aren't going to show up in the National Student Clearinghouse database. Annoying schools, like WGU, want every single transcript (with the exception of FEMA since TESU doesn't name them on their transcript), so that makes 20 transcripts I had to send to them. Honestly, I shouldn't even have to send transcripts for two other career schools I attended because they're non-credit programs.
Edit: I forgot about Davar, but WGU didn't ask for that either since it's not on my TESU transcript.

Paying all this money is the worst when transferring to another school. It is around $70+ to get all my transcripts. I wish they would introduce a consolidation service that is kind of like ACE, but for all schools.

It would be convenient, but each school's transcripts look completely different - I've seen a LOT, many from a couple of different transcript processors, and there is no consistency. It would be hard to do unless all of the schools using the service agreed to make their transcripts the same.
