Charter oak C- not enough?

I read this on the website from COSC. Im confused now. Are C- not enough to get a pass on every transfer course?  And what about Ace credits from sites like Shmoop where 70%(c-) is a pass.
  1. Pass Grades: The College does not record on an individual's record any information concerning transferred courses, examinations, or credit by portfolio for which the grade or score was below the level of a Pass.
    1. For all undergraduate students, in all courses and/or proficiency examinations reported on a Pass/Fail system, a grade of Pass must equal a C or higher. This includes credit for examinations for which a standard score is used to determine Pass or Fail and credit for portfolios. Only letter grades of C or above may be used for course work in the concentration or major, to meet the Written Communication requirement, or to meet the Prior Learning Portfolio Development course requirement for portfolio submission. Grades of C- are not acceptable.
      Charter Oak accepts in transfer grades of D- and above. Grades of C (2.0) or above are required in concentration and major courses, and English Composition. Neither the Cornerstone nor the Capstone course may be taken at another institution; these courses must be taken at Charter Oak State College.

My interpretation is that grades of C- are acceptable for the general education requirements and general electives, but anything within your major has to be a C or higher.  As far as Shmoop and other similar sources of credit, they normally don't assign a letter grade, it's just PASS or FAIL and would be accepted to COSC as such.

Pass/Fail or Credit/No Credit courses don't count as letter grades, so no worries. If you pass the course, you get the credit.

TESU has similar requirements - they will bring in a "D" grade, except for English Comp I & II, and your major. So GE and Free Electives are good. P/F or CR/NC is not a grade, so not covered in this requirement.

However transfer credit from another institution that does provide grades could be subject to this policy. The evaluation will include the grade equivalent.

You need at least 70% on Shmoop and most others. It will come in as P (pass), without any grade. Most providers consider 70% passing.
If you are still in doubt, add them to your ACE transcript. If that works you should be fine.

Yes they are on my ace transcript. Is there a list with providers which give the grade instead off pass/fail?

Credits through ACE come in as P/F.
