So how about doing the first two outside and just the second two at your college? Should save some money.

With that many credits, you should either stay where you are and get your credits, or see if COSC, EC or TESU is a good option.
Dumb question - why didn't you just start taking foreign language courses earlier? Did you not know that they were a requirement?

I knew about the language requirement but did not understand how much different it was than other colleges. See, the college I transferred from like most of them only required the 9cr hours to complete the requirement. Everyone I knew just did one 16week accelerated course. I thought that would be the case with this so I put it off because I was not looking forward to the class. On top of that I thought I could take an accelerated course locally because there is a university here that offers a 9 credit course that knocks it out. But nope the college wont take anything that does not line up 100% with their crappy requirement.
I just cannot believe how the University does not see this as a problem. Its one thing that its 16cr and a complete rip off to take that many credits but the other thing is that it complete messes everything up across the board. If you transfer in they throw half of your language credits out because they are 3cr instead of 4cr. If you do screw up and don't start your freshmen year there is no oh crap I screwed up pity pass class that is offered at just about every college in the US. No instead you get punished and need to spend a year taking 4 classes. How can you not offer an accelerated course??? Other colleges saw students getting stuck and offered a solution. If I had an in person accelerated class I could get my pity C.
So I did some digging and apparently my school will accept a placement test from PeopleSoft called Webcape. People on duolingo are saying its fairly easy but I have not been able to find any study material.

Wouldn't it just be easier to do a BA in History at TESU? No language requirement and a capstone.

Transferring to the big 3 may be a potential option for you as a history major. Or, you can stick it out at your current school. In that case, I recommend you pick a language and start tackling it hard. There are many free and cheap apps. Duolingo is one of the most popular/best. Local libraries may offer access to more language learning apps/software that is normally expensive. I specifically joined 3 or 4 of my local libraries to get access to different resources like mango languages, rocket languages and more. Definitely find out what will be required of you for the test out options(free writing, multiple choice, listening to native speakers, speaking yourself, holding a conversation, etc.) Because that will shape how you need to study. Heck, consider traveling somewhere you can be around a lot of native speakers.

Yeah maybe. It depends how many classes they would make me take besides the capstone but I already did my history capstone and would not be looking forward to another one. It looks like my college will accept WebCape placement test that would allow me to bypass 3 out of 4 classes. You can even take the test as many times as you want though you are not supposed to. Only thing is apparently the placement test is known to place you high because its easy. Which means prepare for struggle bus for 202.

Since the 4 courses you need cannot be complemented concurrently it could be much faster to transfer, but you'll have to look at the details as it may not necessarily be cheaper - you'd still have the capstone course to pay for $1500 (and that is not a course that can be transferred in, at least not at TESU), and the residency waiver $2500 (TESU) at the very least.
If you can find cheaper options to transfer in the credits to your existing school, and you have the 'time' it will take before you graduate you may be better off in the long run - especially if the school you are attending is local to where you live and has a solid reputation with local employers. If your plan is to finish up the BA to jump right into grad school then time may be more valuable to you than money.
