EC doesn't have the residency waiver, only TESU has that.

Military costs are $0 for the first exams yes. 

Excelsior has a residency waiver. I know because I paid for it.  For those of us earning fewer than 15 credits from Excelsior for bachelor degrees there are two options:

Multi-source option (Everybody else) - $1095

EC might not call it a "residency waiver" but that is what it is. It alleviates you from requiring to take 5 classes in-house. 
The capstone in-house is still a requirement.

I guess I try to call something what the school calls it, otherwise it makes it confusing.  Yes, if you take fewer than a certain number of credits there, then you enroll in the Multi-source option.  So I would call it that, not a residency waiver (because if you called them and asked about the "residency waiver," they would probably not have a clue what you were talking about).
