They don't want a receipt. They need a completed Study.com class sent to them for transfer, and for you to sign up with them as a Study.com affiliate.

Assuming my daughter is 2 + years away from graduating but definitely going through TESU, should she send the study.com transcript to TESU? I understand the residency waiver and the cost going up in July, which doesn't affect us. But would there be a benefit to sending in the transcript now vs. later? Will they hold it if she's not currently a student?

No, they won't hold transcripts forever. Only send transcripts to schools where you've applied.
