I know they have to be in the AOS. But do they all have to fit into the second degree? Most of the degrees only have 8 slots for the AOS credits, so what if you already filled something specific?
For example: someone took Non-Western Lit many years ago. Now they want an English degree and are fine with taking 7+ new courses. Their Non-Western slot can be filled with their old credit, right? Even though their 7th new class won't have a slot to go in? It seems to be that their 7th new one would end up in "Other credits" at the bottom or "Gen Ed electives".
Another example: for some reason, someone took 6 UL Psych courses last year. Now they want a Psych degree, can they take 7 LL courses now? Assuming, of course, that they fill all the specifics like Research Methods, etc.

I'm nearly positive that someone won't have to retake Non-Western Lit in my example. It's just a little strange that one of the new credits doesn't have a slot.
I'm fairly sure on the UL/LL as well, or they would say on their second degrees page that 24 new credits are required and how much UL has to be new.

You have to have room in the AOS for the new credits. I'm less then 24 credits away from a BACS, but if I wanted the degree, I would have to have existing credits moved out of the degree to make room for new ones.

But if that's true, then you couldn't use any of your previous classes to fulfill any degree requirements, which would make no sense at all. I think that some of the new credits have to be able to go into Other, because otherwise the Non-Western Lit would be forced out by some new elective.

Each school has different requirements, so in your scenarios, it will go as follows: For TESU it's 24 credits after the first degree and it has to be NEW in the AOS. So, if you had a Non-Western Lit course before the award of the first degree, unfortunately, that would NOT count in your second degree if you're going for an English major.
However, if you graduated from that first degree, the Non-Western Lit courses will count if it was taken AFTER (as long as there is no limit to the number of years - which I think was 10 or whatever for business and 7 for IT). For the new degree, they just look at the "new 24 credit" in the major you choose as long as the other prerequisites are satisfied.
For your second example. If those Psych classes were taken before the award of the first degree, again, it's unfortunately not going to be evaluated for the second degree. If those classes were taken after the award of the first degree, they can be used for the second degree. That's how I interpret TESU requirements as per their websites, but to make absolutely sure - email advising/registrar at the school.
At COSC, the same rules apply and it's 30 credits total with 15 UL in the New AOS, the new degree would be a General Studies degree with a concentration. And at Excelsior, I think it's the same thing as COSC, haven't verified that yet.
NOTE: Most schools will require 30 credits NEW in the second degree - TESU/COSC allows up to 6-9 credits that can be "reused". from the first degree into the second, however; it doesn't illustrate which ones or even give examples.

Here's what it says on the TESU website:
Second Bachelor’s Degree
If you have earned a previous baccalaureate degree, and wish to pursue a second, you must complete a minimum of 24 additional credits in the area of study/core beyond the date your most recent undergraduate degree was completed. You must also complete all the degree requirements indicated in the Thomas Edison State University Catalog.

So it's not just the AOS, it's also the core.
Bummer if the spaces are already filled, you will have to retake some of the courses. For an English degree, you could just start replacing things like the A&I Lit, English Lit, Am Lit, and LL courses in the AOS.

The English degree is 60 SH Gen Ed, 30 SH English, 3 SH Capstone, 27 SH Electives. So the core basically is just the AOS+Capstone, I guess, so that doesn't help much
However, I was thinking the AOS only had room for 24 SH, and it has 30 SH. Helps a little. So I think if someone had Non-Western Lit already, they would not have to repeat it. They would be able to have 9 SH of old credits (because that leaves 21 SH of new, which is enough because of 3 SH new from capstone). So they could choose that one expensive course to be one of their old credits.
However it seems really strange to take A&I Lit and have to take it again. I thought I was told you couldn't make credits new by retaking. In this case maybe it does?
The Comp Sci AOS has 9 more credits, so it's no problem for me.
But I feel bad for others who already did UL credits or specific, expensive credits.
