I had to call to get the residency waiver added to my account so I could pay it. It didn't automatically show up when I paid the graduation fee and completed the graduation form. I was told they will not do a graduation audit before it is paid. When do they start audits for March? If its not paid in time for the audit your evaluation will not be triggered.

I think in January they tell people who are missing something obvious, like the residency waiver. I know they go in the order the applications were received and that some people are still sending a transcript in early Feb, but I still don't know when I would have to pay it.

It's tough, because if you ask, they will simply tell you it is due immediately. You might well get by waiting until they threaten to delay your graduation, then paying. In the end you have to weigh your finances against the risk of being delayed to June.
If I were in your shoes I would wait until someone insisted, then lay your reality at their feet and see if they will give you any slack at all. In general, once you get into the graduation pipeline, folks really try to work with you.
