She will have to write another letter when she graduates and provide a final high school transcript along with unofficial transcripts from CLEP/ACE. She was also told that TESU wants underage applicants to have 30-40 credit hours with high grades in each course/exam. I wonder what "high grades" mean since ACE transcripts don't have grades. She has been averaging high 70's low 80's on her ACE approved courses.

ACE-approved courses aren't graded, so they're probably talking about CC courses, and kind of lumping them all in together with ACE/CLEP.
If your daughter is passing all of her ACE-approved courses (70%) and passing CLEP/DSST exams, she should be fine. But if she failed as many as she passed, and was getting C's in her CC courses, then she might not be ready for TESU I guess? But I'm going to guess and say that she will be just fine, and TESU will let her in.
If for any reason you have a problem, you can always go to COSC or EC instead.

This is what I'm thinking as well. She doesn't have CC hours but all her CLEP scores have been high 60s and 70s so I'm not worried either way. TESU did say she could take courses now as a non degree student but she could not officially apply until after she graduates. So we are going to see if she can get the cornerstone course out of the way now.

If she's going to take any courses through Study.com, she could sign up at TESU as an affiliate member, and get a waiver on the cornerstone, a discount on any courses she takes there, and a discount on the residency waiver. So I wouldn't take that if I were you. It was a total waste of time (I needed 1 additional credit for residency and this was the cheapest way to get that). It was easy, but not useful.
If she wants to take a 1-cr course there, she could take a course on Pride and Prejudice. If she likes that book, it's a good option.

How many Study.com courses would she need to take to get this waiver? She already has over 90 hours so I'm not sure what they would have that would be useful to her. unless there was an UL English course. I will look into it.

If she can get the guardian scholarship, she can get 6 courses (the first must be personal finance) for free.

i was accepted underage to TESU. The admissions wanted to see proof of high school graduation and at least 30 credits of college level work completed.
TESU March 2020 Graduation
--ASNSM Mathematics
--BSBA Accounting
--BA Computer Science
University of Alaska Fairbanks (December 2021 Graduation Goal)
--MBA (2/10 : 4.0)
I started this journey in the summer of 2016. I hoped to be done sooner, but I am still proud of the rate at which I have gotten my schooling done with respect to the many months of military training and deployments I have undergone.

The grades for her ACE courses will be part of your homeschool transcript (presumably).
When you asked me this question over on my FB page, you didn't say her age. I will amend my answer to tell you that you may encounter some trouble. It's possible that TESU will not allow her to enroll until she's 16.
