So I was wondering when TESU did my degree evaluation why do they put the grades that you got at other institutions next to classes that they are using for your degree. Say I got a c- in one of those classes should I retake or does it really matter?

They are just using it to compute a GPA internally, to make sure that you meet the minimum requirements. The official GPA that shows up on your transcript only includes any courses that you actually took there. GPA's stay with the actual school that you took the courses at.

it's fairly typical, but every school can do it their own way.
like dfrecore said, your official transcript will only reflect your institutional GPA, and will also not include any other school's grades anywhere on the transcript.

TESU calls it quality control. They don't want you using a bunch of transfer credits that would bring your cumulative GPA under 2.0.

Nope not even thinking about grad school. Just wanting to be able to tell my children I have a college degree
