If you want to enroll with one of the Big 3 before you have most/all of your credits (in order to lock in the catalog you're under), TESU is currently cheapest, as you only have to take one TECEP a year. Excelsior and COSC both have annual fees which are more than the TECEP fee.

Apparently the residency waiver fee doesn't get locked in. People expect that price to go up in about a year.

Someone may be better off working on their credits without being enrolled.
