I just got a reply to the last set of questions I asked advising via the email system. One thing I've learned regardless of the topic -- I need to only ask a single question each time, and replying to a response form advising just confuses them even worse. Whenever I ask more than one, they seem to miss some of them. In any case, I was told one thing that may be of interest to others though it was not to me:

I had asked if I do in fact have a GPA requirement to graduate with an ASBA, and if so, if a TECEP would meet that requirement (rather than a course) -- irrespective of the residency requirement. Neither of those questions was answered, but this non-answer is probably of interest to some here who are already heavily invested in TECEPs that they intended to apply towards residency.

The answer to these questions came fast. The unequivocal answers are that:
1. YES, the ASBA degree does have a GPA requirement for graduation.
2. Only GS or OL courses fulfill the GPA. No other courses (like e-pak), no credit transfers, no TECEPs.

But the 1 cornerstone that will now be required gives you the GPA. So, that is now built-in.

Advising told me that I will *not* have a cornerstone requirement. So, it looks like PLA-100 for me, even though I've already satisfied that through the free Kaplan course.
Edit: Technically they told me that I won't have a capstone, I suppose I need to send in yet another email to advising. The cornerstone course is still not showing as a requirement for the ASBA on their site though. I've heard that change/requirement isn't taking effect until late May?

This somehow reminds me of the FEMA fiasco ... the FEMA's that were apparently not accepted after March 2014, yet still turned up on evaluations months after that date.
