do I apply now or...?? (TESC)

hey I am looking to get my application sent out to TESC by the end of the week but I have a question before that should I start my testing now THEN Apply or is it safe to apply now? I heard that once your application is accepted you have 6 months to enroll. Do I have to start testing before the enrollment deadline? also for enrollment do I just have to become a student or have to sign up for at least one class? thanks guys
