are you saying that TESC will assign letter grades to all two digits DSST for a fee? Or did I get this wrong?

No, TESC won't assign letter grades to DSSTs or CLEPs for any fee. The only way to receive a grade from TESC is to take one of their courses, and even then
how you take you course may still not receive a grade. Transfer credits to TESC (from anywhere) do not come with a grade.
Other colleges may accept it and assign a grade, but not TESC.

No, the initial question is about whether it would benefit TESC students to use Excelsior College's One Transcript service (credit bank).
Excelsior (and Charter Oak) awards grades for the 2 digit DSST exams and transfer courses. TESC does not give grades for transfer credits at all.
Each school has their own set of pros and cons which need to be weighed by each student.

Yes. Also FYI, I emailed EC and asked if I take an EC course as a non-matriculated student, finish it and transfer all my courses to them if I can have all my other courses on the traditional Excelsior transcript instead of the OneTranscript that EC offers. They told me no, it will only list that one specific EC course that I took on the traditional Excelsior transcript. They said I would have to enroll if I wanted a traditional Excelsior transcript not the OneTranscript. They did say they will still put the EC course on my OneTranscript with all my other credits from other institutions etc.
The reason why I wanted an original Excelsior transcript was because I thought the OneTranscript may say the name plastered all over it, IDK! Lol. OneTranscript is still not a bad idea, will look into it in the future if I do need it

Will the One Transcript have a cumulative GPA for the courses banked? If not, it seems a transcript from TESC w/no GPA would suffice.

TESC does not calculate grades received from other schools but they will report the grade received on your official transcript. Even if EC gave you a grade for CLEP/DSST, TESC would not give you that grade because they would still go back to CLEP for the credits. I don't know if I understand you right, but when I applied to WGU for my Masters they wanted every single transcript directly from the original source. They then calculated my GPA from all graded credits.

As for Excelsiors One Transcript, does it reflex a GPA at all?

Anyone with a brain cell could calculate GPA themselves, I think whether a GPA is stamped on the transcript or not is pretty irrelevant as long as the grades are there.

Excellent point! I've actually decided to have 4-5 officials transcripts on hand in the event a request is made for them.

This will be of limited benefit to you as most people that request a transcript require it to be sent to them directly, with no middleman.
