I just read this article from UMass Amherst! 

MA students with families that make less than $75k can go to UMass Amherst for free!!!!

This can be doubled up with the free MA community college!

The free community college has no income or age requirement/max but both have a requirement of being MA residents. It only takes 1 year of established residency to gain state residency. 

SO. If a person was motivated enough, they could move to MA, establish residency for 1 year, and get free community college and UMass Amherst for a total of 5-7 years! 

(Some companies here also offer $7000 in tuition reimbursement if they can get a job and then get a free master's degree too!) 

This person finishes college at 25 rather than 22 who went to college out of high school but the 22 year old who got $100k in loans is going to be paying that out the ass for the next 20 years.

Only downsides is that both grants are only open for people without bachelors degrees :Sad

The community college grant will pay up to 2 associates degrees (only if you DONT have a bachelor degrees) 

The UMass grant is  actually for UMass Amherst, Boston, Lowell, and Dartmouth campuses! If a person with MA residency gets accepted to one of these 4 campuses, they can skip the free associates and get the free bachelors!

Be sure to read all of the fine print. It's only for 4 years. You must take at least 12 credits per semester in a traditional on campus program. It's also after federal and state grants. NY has a similar program and it has a bunch of stipulations. Many people look like they're qualified for it but they're not. The NY program is a hot mess.
