Norwegian universities offer a program similar to the UK Ph.D. by publication, and they do not charge tuition fees for Doctorate degrees.

According to the University of Oslo's website (https://www.uio.no/english/research/phd/drphilos/):

"The Dr.Philos. degree (Doctor Philosophiae) may be awarded to academics who have qualified for a doctoral degree independently, without formal supervision. Such candidates do not have a formal affiliation with the University of Oslo until their application for the doctoral examination has been approved."

Additionally: 

if you are not a Nordic citizen, your application for the examination must be approved by the relevant faculty. Such applications may be granted if you have a residence permit in Norway or if the thesis meets at least one of the following criteria:

- The thesis examines topics or makes use of material that has a direct connection to Norway.
-It is closely related to Norwegian research within the discipline.
-It has been carried out at a Norwegian university or research institute or in close collaboration with Norwegian researchers (which must be documented)

Interesting. I'm a Nordic citizen. But I have no PhD topic that would qualify. Wait, I just thought of one, it would be extremely hard to perform though... Create a simplified auxiliary language for Sami and see if it is "effectful" on student grades and participation blah blah...
