This is awarded by a public university (compared to UI1 and UCM which are private). Yes. They offer both an online (English) and on-campus (Spanish) version.
The 4350 EUR price is for the online program.

The admission requirements may introduce additional fees and need more effort for students from outside the European Union:
"Both the university degree and the official grades certificate must be legalized by the Hague Apostille.
If the degree or the certificate are in a different language than Spanish it must come with a sworn translation."

This a titulo propio degree but looks solid. As always depends if you wan it to progress to a PhD or just for work.
The question will be how will WES evaluate the degree.
