IIRC, the cost for CompTIA exams is based on where you take the exam, not on the location where you are when you buy the exam. So, I think someone in Europe could buy a cheap exam voucher for their next US vacation, but someone in the US would pay full price to do the same thing in Europe.

To further elaborate: vouchers from some regions can't be used in other regions. So say I'm in the US but I want a cheaper voucher and buy one using a VPN to country X. I can't redeem it for testing in the US, I'd have to use it in country X.
