Add 2 more to South Carolina:
Spartanburg Community College https://www.sccsc.edu/financial-aid/tuition/free.php
Trident Technical College https://www.tridenttech.edu/landing/springsemesterfree.htm
and for YorkTech, there's a better link: https://yorktech.edu/No-Cost/ (this includes every program there, not just no-credit ones)

I was a little confused by the headline and thought it meant that all of these colleges were only offering the free deal to in-state students. However, MJC does not require California residency, at least according to its own materials, and from a brief glance at Gateway, it looks like they don't require residency either. I haven't looked over all of these, so maybe there's more.
Btw, how did you find all of these?

Called Gateway and the free semester was open to non-residents, BUT the deadline has passed. On the site, it says you can still try after the deadline and then it's first-come first-served, but the person I spoke to in Admissions said they were out of funds.

Lol, I came to post an update with links to Spartanburg and Trident only to find your reply. Good job!
