University of Rovira i Virgili, a public University from Spain offers several Official Master degrees online. The cost for an international student is about Euro2900.  Pretty attractively priced.

They are selective since its research University and you need strong application to be accepted

I got in and mine was far from a strong application. The coursework is rly intense tho.

Just wondering, are these all "online" or is there "face-to-face?" meaning, in person or is this blended face to face where you have a set schedule to conference daily or something along those lines...

UNED is the big distance learning university in Spain.  As with many other universities world-wide, language of instruction can be an issue

I believe so, yes. All the courses in my program were 100% online. Their website has a filter which you can use to rule out the blended and face to face programs.
