With PhD (and other doctoral) programs available from universities all over the world, your request is meaningless; there are literally hundreds that meet your definition. Can you be more specific? (You will need to be for yourself, certainly.)

Criticism? Really? I offered none. But I did suggest that pursing a PhD with no real driving objective was risky and likely to fail.

Why do you care if I mention any? There are hundreds; do you really need someone to point that out to you?

Don't be defensive. Take the information offered to you and do with it what you will.
