Other schools typically allow undergraduate minors, but I cannot find any information about whether or not TESU offers these. Can these be completed along with a second BA?

No, just dual degrees and second degrees.

Although no undergrad minors, you can couple your bachelor's with a specialized certificate.

No, but some of the undergraduate certificates can be tested out of, and some of the associates degrees.
