I saw this on City Data. Starting in Fall 2018, North Carolina will buy down the cost at three North Carolina Universities so that NC residents only pay $500 per semester and out-of-state students pay $2500 per semester.

There are a few other UNC affiliated universities that will have this tuition plan also: Fayetteville State University, Elizabeth State University, and University of North Carolina at Pembroke. It is somewhat controversial as the other UNC affiliated universities will not have this tuition plan and they are feeling it will be an unfair advantage, but the goal is to boost enrollment at the universities mentioned. Many of the private universities and colleges (including my current employer) are lobbying hard for the government in NC and the UNC system to not implement this plan as it will kill their enrollment also.

The article mentions all of those, except for one. I doubt it will hurt other colleges much since the colleges under the plan will become more competitive. Private schools are already a lot more expensive than public schools, but people still elect to go to private schools.

Will this be for undergrad only? Or will they have something similar for a master's degree? Because that would be a great deal.

There is a limit to how many students they can enroll, so it's not like EVERY student is going to go there. Especially out-of-state. The $13k that you have to pay for room and board is always a killer.

Yes, other schools won't like it - but like sanantone said, plenty of people go to private schools for WAY more than a state school costs, and they just don't care. Here in CA, the CSU schools are about ½ the cost of the UC schools, but the enrollment at the UC's is doing just fine.

The title should read "North Carolina Promise Tuition Plan." Oops.
