Since Trump says he will block all federal funds for sanctuary cities,
can Trump block student loans and Pell for all colleges in sanctuary cities?

I might be wrong, but I think his policy would be targeted at funds that go directly to the city. Student loans and pell grants go directly to the school, many which are private.
