If one pays the $75 application fee and is admitted to TESC without taking any classes but only transferring credit and taking CLEPs, would one be locked into the degree plan at no further charge? And if one doesn't finish the degree in the following 6 months, can one then simply pay the $75 again to stay locked in?
Plan to test out completely and only do the capstone. Read somewhere someone was paying $440 per year at Excelsior to stay locked into the plan with no classes taken.
Does anyone know if one can just pay the application fees + capstone tuition (3 credits) plus the graduation fee? Thanks a lot in advance for any input!

When you apply, you are locked in to the degree plan, and then you have 6 months to enroll.
Enrolling means that you either enroll in the comprehensive tuition plan (36 credits in 1 year for $6k in-state/$9k out-of-state), the enrolled options tuition plan (1 year for $1700 in-state/$3300 out-of-state with reduced fees per credit for each course you take), or the per-credit-tuition plan (no fee, but need 24 units of residency to get your degree).
The good news is, you can get residency by taking a TECEP, which is only $111. So you would need to take and pass a TECEP each year to stay active in your enrollment. A lot cheaper than EC, and you get some credits out of the deal as well!

You still have to enroll and pay the fees associated with the enrollment plan you choose to eventually graduate, 6 month grace period.

I also how this question. When I applied I paid the 75 dollar fee, had an evaluation done. I was enrolled under the Military Degree Completion Plan meaning I take 8 classes I believe and the classes are 250 per credit hour. Now say I want to test out of everything, how do I go about not being de-enrolleded and having to apply again under a new catalog which requires Speech and American Government. Take a TECEP?

The residency requirement includes TECEPs. TESC considers the TECEP exams to be a "course". You can remain an enrolled student by taking 1 TECEP per year. TECEPs are $37/credit ($111). TECEPs can be used for the residency requirement, 7 or 8 TECEPs, depending on whether your program requires the capstone be taken at TESC.

In may case I didn't use TA and told TESC that none of the funding would be coming from the army and I paid out of my own pocket. I was still allowed the in state tuition price, and the website states that military members regardless of residency will receive the in state tuition fee, not military members who use only government funding. However if you already used TA (or something similar), or if it is passed the 90 day grace period (as there is a grace period after enrollment to change plans). Then you may have to reapply.
My best advice is contact them and if you haven't used TA tell them the funding is coming from you and you wish to enroll under the enrolled options plan, and want to see if it is possible to switch.

Whether or not you use TA does not affect the option to pay under the enrolled option or MDCP. This matters if you use the GI Bill as the VA has decided they will not fund the enrollment fee, but will fund each credit (which can actually cause the govt more money in a DFer's case). TA won't pay the fee for the enrolled option, but you can still pay that yourself if you choose and have TA pay for courses at the lower rate.
I don't see how this is beneficial unless you are enrolled in one of the degree plans that require a capstone and you only want to take the capstone. Under this case it can save you time, and the total cost for the enrollment fee and the single class (not including any other costs) would be approx $2,447.00 with you paying $1898 and TA paying $549.00.
The question here is how much is that time worth to you? Go back to your economics courses, is the opportunity cost of the time saved/accelerated worth $1898 to you? To me it was, to you maybe not.

Thanks a lot for the great input everyone! In summary, the most affordable option if I need longer than 6 months getting the degree but want to remain locked in:
1) Apply by paying $75 plus applicable technology fees
2)Take 1 TECEP per year to stay locked in and enrolled by meeting the annual residency requirement this way, no further costs apply.

Yes, although I am enrolled and I don't think they charged me any technology fees! I don't ever remember paying more than the $75 application fee, plus my TECEP's that I've registered for.
