If one person graduated with a BS from a school that doesn't give credit for FEMA, Clep, and ACE credits, could they use those rejected credits to complete a second BS from COSC? We are talking about 39 unused credits.

I have a lot of science and math credits and at one time I was looking into a second degree for them. This put an end to that idea:

Yes! 39 credits is a lot of time and work-- I would certainly put those toward another degree!

From the site: "....earn a minimum of 30 semester credits subsequent to the award of the initial degree; 15 of which must be upper level in the new concentration;
apply no more than 9 credits from the previous degree earned to the new concentration..."

OP, email COSC and check with them. From the wording it seems like if the credits were earned before you graduated then you can't use them but I would double-check.

You can't, I've already checked. The 30 new hours must be earned after the first graduation. If you graduate with the first degree on 12/31 any of those 30 new hours must be earned on 01/01 or after.
