Has anyone used TA top up to pay the TESC or Excelsior semester fees? As we all know, if we use military TA to pay for TESC we have to take 18 credits with TESC. Is it possible to use Top up to pay the semester fee to graduate withouth the 18 credits? This would cut out a year in most cases.

I've only used Top Up with AMU, but you use it only to pay the out-of-pocket portion that TA doesn't cover for course tuition, not fees. In order to use other GI Bill benefits to pay for enrollment fees and other fees, you have to enroll in atleast one class with the school. That's what I've been told, and that's what I've done. It's been working out perfectly.
