I honestly can't recall why we went with South Dakota, but Wyoming residents have it much better off than in most states! Unfortunately, California was not participating in the program at that time, otherwise I would have absolutely taken advantage of it, and I might have had a different outcome.) It's a shame that other regions in the U.S. haven't banded together to create similar programs that would help prevent the exact types of challenges that burbuja0512 describes for our youth.
