Yes, it's because you can find and transfer cheaper RA credits from other sources, however it would be a max of 24 credits, not 30 as six of them must be the corrner/capstone from TESU*. Plus the fixed price term that @RachelAZ mentioned brings the per credit cost down, if you're willing to do 15 credits in one term. Taking 15 credits from TESU also eliminates the very costly residency waiver fee.

* If you're only interested in the BACS, then it's possible to get the cornerstone cheaper through EdX and you'd only be required to take the capstone directly from TESU.

The requirement isn't for 30 RA credits, even though we say it that way all the time. The real requirement is no more than 90 alternative credits, like ACE. The other credits can come from RA universities and colleges, or foreign schools. Yes, they can be any of the 120 credits in the degree. The Capstone must be taken at TESU, so it might as well be three of the 30. Since many people have old college credits taken from the first time they tried to get a degree, it's very common for that requirement to be a bunch of GenEds. They can even be PhysEd and other elective courses, so long as they fit into your degree.

I would do the BSBA Finance/Marketing since the BS CIS doesn't add much value after you already have a BA CS.

Also, consider the AS Math since it's free and only 2 more extra courses once you have the BA CS.
