I cannot disagree with you. Perhaps my wife will grant me FERPA authorization. Surely FERPA authorization is not necessary to ask general questions regarding her application on this forum.

Do you know a method of contacting Jessica or Shea directly?

Why can't your wife contact UMPI directly? She will need to work with UMPI's staff for her application and while she's a student. Until she has already applied there's really no need to contact Jessica or Shea. They're busy with enrolled students. If you need a degree plan, we have them on here. Ask your questions here. Most questions can be answered on this forum with regards to UMPI. You'll also get an answer from us much faster.

Honestly, the enrollment specialists are a private company. They don't have to obey FERPA and can also be more strict. If they say they will only talk to your wife, it's their rules.

Honestly, once you're in contact with Jessica, ignore the the enrollment specialists. They know nothing about the school. Their answers are often wrong.

I am thinking the UMPI BLS (Education) might be perfect for my wife. She is a 19-year Navy Veteran. She has an Associate of Science in Education, an Undergraduate Certificate for Early Childhood Education, and has been a substitute teacher and para educator (on and off) for over twenty years. Most amazingly, She is a self-taught scholar regarding American History and a particular scholar of one of our founding fathers [She has no credentials regarding American history but, her knowledge of the subject is incredible].

First question: What should she do first?

Should I wait for Shea to return my call? or should I continue to call the main office number?

Is there a section of the UMPI Website that shows a roadmap/list of competencies required for each BLS Major and Minor?

Here are some helpful links to get you started. You'll need to figure out how existing credits will transfer, then make a degree plan of what courses you need to take.
