UMGC's tuition is in line with other non-traditional, state institutions, such as Charter Oak State College. CSU Global has one tuition rate. While CSU Global isn't super competitive for those looking at in-state rates, they're much cheaper than UMGC for those looking out of state.
University of Florida's online programs are dirt cheap for in-state students, and this is a top 30 university. For out-of-state, they're similarly priced to UMGC. If one has the ability to get in, I'd choose UF over UMGC.
Years ago, Chadron State College, Fort Hays State College, and Peru State College were known for having super cheap rates regardless of residency. They're still relatively cheap; Peru and Chadron have one rate that's just under $300 per credit. UMGC's out-of-state state rate is not competitive for the type of school it is.

You're right. Once upon a time the hot schools were a completely different set of schools. Even the for-profits held a different niche in the distance learning ecosystem. Part of this was because they were the first out of the blocks and partly because they offered distance learning degrees not available anywhere else. A lot has changed over the years.

Fort Hays State University is just over $200 per credit for undergrad and under $300 for grad. MBA is $350 per credit. Significantly cheaper than UMGC which also carries that online degree stigma that still exists for some reason.

Yeah, and FHSU is a more traditional university. I'm not a fan of having "global" in the degree name. That lets everyone know that you you attended an online or mostly online school. Earning a degree online doesn't have as much stigma these days if it's from a traditional university, but I still come across a lot of people who look down on online schools.

UMGC student here.
UMGC caters heavily to GI Bill folks, and as I understand it offers face-to-face courses overseas to military personnel. Don't know, but that may be where a lot of that "advertising" money is going- expensive targeted marketing to military, maybe even high-dollar pitches to some even more specific niches.
UMGC is also a Guild Education provider client. I took a part-time job recently, and my employer uses Guild. I let Guild know of 4 programs I was interested in. The 4 schools contacted me, and even though UMGC wasn't my top choice initially, the advisor assigned to me was all over it like no other. She pretty much made it so I had no reason NOT to choose UMGC over the others.
The one sorta big drawback was Guild's start date for UMGC is in January, vs October for some of the other unis. UMGC took quite a few ACE credits. They took my Google IT cert for a couple of courses including an upper-level.

The article discusses part of where the $500 mil for advertising went. Much of it went to marketing in Phillie and DC not to the military.

Looks like in 2019 Philly was selected as a test market. 3.6% (of $500M) was spent there. I don't know how many of the 212 students they enrolled were military. Results sucked, so spending plans were adjusted.
2019- $56M spent
2020- $47M spent
2021- $49M spent
In 2021, admin transitioned.
2022 budget- $45M
2023 budget- $45M
The $500M figure was approval over six years. Looking like they might well be spending less than 59% of it when it's all said and done.
