Yeah most evaluators will give you less than an accredited RA Masters degree for the Master Propio degrees. However, you may find a couple who would give it a Masters degree from a Regional Accredited University / Non-accredited program which as long as the degree comes from an accredited institution, the program not being accredited would not matter much to schools who receive the evaluation here in the US. This is if you can have it evaluated as UI1 instead of ENEB but anything can happen.
Also, in reference to the person who did 5 of ENEB's Masters programs, the evaluation likely came up as 4 Bachelors and one Masters because a Masters official degree is 120 ECTs credits. Most of the courses from one degree to another overlap so it is likely that it took 5 Master Priopio's worth 60 credits each with atleast half of each program overlapping to get the the final program being equivalent to a Masters from a regionally accredited school which requires 120 ECTs for that particular qualification.
The Master Propio is very complex for evaluators. This is likely the reason why some require you to upload your transcripts and diplomas from previous degrees and studies because your evaluation of already completed coursework will influence the evaluation of the Master Propio. Take me for instance. I have 48 credit hours which includes a Masters and Graduate Certificate. If I were to complete an ENEB Masters program, I would likelly be bumped to nearly 80 credits (approx 155 to 160 ECTS) leading me to believe an evaluation of a Masters from a regionally accredited school to be granted.

Probably, and that only adds to the contradiction in their decision because AUB accepts 3-year bachelors degrees. It's like any way you slice it, ECE really botched that evaluation.
All of that being said, if one is without a degree or holds an associate degree and is able to get accepted into a low-cost propio program, they could shave off over 3+ years of study time by finishing the propio and getting a bachelors equivalent evaluation from a place like ECE and then using it to enter a U.S. Masters program. And of course, there is also the possibility of getting a "U.S. non-accredited masters" evaluation from an evaluator and using that to enter the few U.S. programs that will accept an unaccredited masters for admission to a masters of doctoral program. In either case, a student will have made out like a bandit in both time-saving and money-saving to reach that point.

It would worry me if evaluators are looking at overlap across multiple propios to make a decision only because each degree should be evaluated individually, but considering what ECE did it wouldn't surprise me. Who knew that the fairest evaluation would be from WES of all places, even though it's not considered the most useful (but not useless) due to the non-accredited position they took.
You make a great point about previous programs and how they affect evaluation. This is something that isn't talked about and I meant to mention it in the past: I would advise against transferring in any undergraduate courses or non-RA courses into a propio program or any other foreign program. Spanish schools will accept them because culturally (in the educational sense) their position on it is different from ours, but how you may get burned in the future is when you go to get an evaluation and get told your degree is evaluated as less than masters level or even unaccredited because some of what was transferred in doesn't meet the U.S. RA and masters-level specification that evaluators in the U.S. generally use to make decisions.

It may have a favorable evaluation, are you looking into this particular program? If the program costs have changed (post was last year), it wouldn't really appeal as much. I would email them just in case they still have a deal going on. You may want to investigate more options as well.

I was reading the postings through the forum and I want to clarify that "titulo oficial" is the same as an RA and "titulo propio" is the same as an NA, my native language is Spanish and last year I do my research regarding the accreditations from European Universities. I even want to start a Cybersecurity Master degree from UOC in my native language, by experience of doing an English degree is that I was struggling when I have to compose an English essay.
Another thing is that a Master degree is relatively cheaper than doing it in the USA.
