He has twelve months before he has to do something more to continue his enrollment. He can take as long as he likes to actually earn the certificate...or he can NEVER bother to earn it. It's intended to just be a placeholder so they don't end his enrollment when he graduates. During that 12 months, he can hopefully complete and add the courses he needs for his certification to his transcript.
