You might be able to appeal if you applied before the deadline but some technical issue prevented it from posting until after. Otherwise, they were pretty clear about needing to be registered by a certain date. Doesn't hurt to try though.

I thought that your catalog was locked in upon applying? Now, if you didn't take a TECEP or Course until after the 1 year mark, then you'd lose your catalog - but you don't have to take a TECEP to lock it in as far as I'm aware.

I personally was on the 2014/15 catalog (so July 1 2014 to June 30 2015) and I didn't take my first TECEP until October of 2015. So I think I applied in Jan/Feb of 2015, and then nothing changed after the June 30 came and went, new catalog started, etc. I had applied, but didn't do anything else, and my catalog stayed the same.

That might be right. I know that you have one year from when you apply to enroll or you have to reapply that is a fact.

Not sure about the rest. But I don't think anything has changed. It is TESU so who even knows.
