Only if there was something in place to make sure that happened.  They are just as capable of anyone of mishandling the money.  And I imagine they aren't going to help people get their degrees through our methods here...

John Hopkins only has 20,000 students.  Of the few JH alumni, I have met they were rich not poor.  I know one John Hopkins Ph.D. at 50 who still lives off mommy. Sad   He might have just given the $1.8 billion to Harvard with the same results.  Few poor can meet JH academic standards.  Let's not kid ourselves.

Any college is capable of mishandling the money.  Many Universities practice it on an annual basis.

The Big 3 have way more ability and capacity to help low-income students.  All 3 are open admissions colleges (non-competitive).   $1.8 Billion could even mean they are free and they go back to their roots just being assessment colleges.  This online stuff is just to make money.  300% more potential than a B&M college to help the poor.
