questions about ECE's and naval bases

I just got off the phone with my local navy education office and they said there is a Navy wide ban on all Excelsior College Exams. They also went on to state that DANTES and CLEPs were effected under this ban, but recently had their ban lifted, a process that took four months. I was wondering if any other military personnel have encountered this recently, and if so what did you do.

I personally went to the air foce base across town, I thought the ban was lifted on those already.
