newbie question regarding getting started

On TESU's website it seems residency requirements are at this time 12 credits for Associates degrees and 24 credits for a bachelors degree. see here Thomas Edison State University | Per Credit Tuition Plan The per credit cost seems crazy high. i thought it was a mistake but then i saw this breakdown Thomas Edison State University: Selecting the Right Tuition Plan is this not the case? i pretty much planned on getting my degree from TESU but with what their website shows the cheapest degree you could get by CBE's is 9,036 dollars!

They key to getting an inexpensive degree at TESU is using TECEPs. TECEPs are $37 per credit, or $111 apiece. If you're getting a Business Degree, you can satisfy the 12/24 credit residency requirement completely with TECEPs. Liberal Arts degrees (AA, most AAS, BA, etc.) require a capstone course where you'll have to pay the full tuition for 3 credits, but if you do the other 7 courses with TECEPs your total outgo is more like $2500 rather than $9000.
