low-cost source for college algebra & precalc

I'm approaching 90 credits hours needed to round out my Gen Ed & Elective requirements.  Unfortunately, I foolishly waited to the end to take College Algebra & PreCalc.  

I'm searching for an inexpensive source for College Algebra & PreCalc.  When I say inexpensive, I mean something $125, or less, for the entire course - ideally, similarly priced to CLEPs.

My mind processes things slower than it did 10 years ago.  And my Internet connection speed is antiquated.  A 1.5mbps will not support a webcam while testing.  I live in a rural area and it cannot be upgraded.  So being proctored for math courses would seriously throw a monkey wrench into an already not so great situation. I need non-proctored courses so I can take my time figuring processes and equations while testing.  

I live in a state where the Community Colleges do not require distance courses to be proctored but the tuition for 2 courses is >$500.  Maybe that works for some of you but not for me.  I have scrimped and saved over the years to complete my degree.  Due to some health issues, I'm currently not working and probably will not be able to return to work for another 4-6 months.  I'm aging quickly - aren't we all? - and don't want to wait until I return to work to take these courses.

Are there any community colleges which don't require proctored math exams and which have low tuition rates for out of state students?  Are there perhaps some regionally accredited CCs in US territories which would meet my needs?  Or, perhaps, an inexpensive college overseas?

If you have a ModernStates account, get the CLEP vouchers for free, otherwise...
I would recommend using any ACE or NCCRS provider in getting the credits you need.
Davar, Saylor, Shmoop, Straighterline and Study.com are the ones I usually recommend.
They are probably the cheapest/easiest/fastest of the bunch for ACE/NCCRS credits.

Dave, that's a great suggestion for increasing the speed of connectivity, though the wifi at my local library is very unreliable.  Maybe they have an option to connect by ethernet.

Unfortunately, faster Internet doesn't solve my need to not be proctored.   I acquired a serious infection several years ago that has reduced my ability to process some things rapidly.  Timed tests are very difficult for me.  Even though I studied well and knew the info inside and out, I have typically used 75% - 100% of time allowed on all my CLEPs & DSSTs.  I don't think it would be possible for me to successfully get through a timed college algebra test.  It doesn't matter how well I know the material, my brain just processes things slower these days.  

In addition to not having timed tests, I need to have the flexibility to walk away from the test for 15 or 20 minutes while I regroup.  So far, this has only been an issue for math-related subjects.  I used to be great at math but now it overloads and frustrates me.  I think it's related to the brain power required to sequence and process.  For most people, this isn't an issue.  Ten years ago, it wouldn't have been an issue for me - but it is now.
