Basically, WES is not the 'all in one' foreign credentials evaluator, I usually wouldn't even recommend them unless you really have to go that route. Here's an example of how WES evaluates a PhD from the Philippines, the flagship gets the good PhD evaluation, their non-flagship university doesn't get the favorable evaluation, it's absurd...
