CLEP is run by college board, DSST is run by prometric, and ECE is run by Excelsior. Really the main difference is just the tests they offer. ECE offers more upper-level credit exams, but they are also more expensive ($250?). DSST and CLEP are each around $80. Snazzlefrag's advice should still be relevant. Most of the exams do not change very much. With the exception of several DSSTs that were updated in '08.
Yes, EC exams are a little more expensive, but offer lots of upper-level credits, which you're going to need for a BA/BS degree anyway. The exams are still more affordable than most courses. Personally, I found most DSST exams just slightly easier than the CLEP, but not much. The EC exams were a little more difficulty, but i only took upper level EC exams, so they're probably supposed to be harder.
