Just want to be sure -
Are CLEP Principles of Marketing and Principles of Management considered Upper Level at TESU? The TESU website indicates that they are but I've read here and there on the forum that there are no upper level CLEPs.

ACE doesn't recommend any CLEPs for UL. How an individual school takes them is up to the school.

They are given UL credit by TESU, but it doesn't matter as they are two courses that you don't need as UL. Both are Core courses for the BSBA, not AOS - so being UL has no benefit, as LL is what is required for the subject. Also, because they are business courses they don't work in the BALS. I cannot think of one TESU degree that they could be used towards the UL requirement - it is possible that someone else has an example of a TESU degree they would have some UL benefit as the program would not be one of the common paths.
EDIT: I searched a bit an found an exception - TESU BA in Liberal Studies: General Management Concentration has a requirement of

I'm confused. When i look at the TESU BALS with no concentration I don't see a requirement for specific UL courses.

There are not specific courses for the No Concentration path, just UL total requirements to be met. The No Concentration BALS is AOS Option A and reads " Students complete a total of 30 credits of Liberal Studies courses that include at least 15 credits at the 300/400 level and no more than 6 credits at the 100 level." -

The CLEP Principles of Marketing and Principles of Management could be used as an elective (BALS has 27 to fill), but again those have no reason or value added when they are UL. UL count in the AOS, and business courses are not counted as General Education courses, or Liberal Arts subjects.

On the page example list you gave you're confusing Study.com course title with TESU equivalency; ultimately it is the TESU equivalency that matters. Study.com's Business 113: Business Communication does not transfer into TESU as a business course, it transfers in as a communications course (TESU COM-300: Intro to Business Communication). Another example on the page you linked to is Study.com’s Business 108: Business Ethics; it too does not come in as business course, but as a philosophy course (TESU PHI-384: Ethics & the Business Professional).
Marketing and Management, in the CLEP exams you referenced, are subjects that don’t equate themselves to anything other than business topics.
I hope this clears it up for you – it can get confusing. I would just hate to have you think you’ve planned out your BALS AOS UL credits only to realize you're short the needed UL courses after TESU evaluates and places them in the electives area (pretty much anything fits there). The UL credits in the AOS, regardless of degree, are the most ‘precious’ and hardest to get – not to mention in cases of alternative sources can be the most volatile (the sudden UL to LL with SL comes to mind).

Yes, a good rule of thumb is if it would fit into Gen Ed it will count for the AOS for the No Concentration BALS.

The only other subject that seems to be a grey area are the computer subject courses. Those courses listed on the Gen Ed list will definitely meet the "science" requirement, but there have been too many people here with "CIS-something" or "COS-something" courses that TESU said did not meet the criteria (that no one here has been able to get TESU to clearly define) that I would confirm with TESU prior to taking the course that it would fall into the AOS.
The good news is that TESU has the lowest number of UL requirements of all the Big 3 schools, so finding them for the BALS is pretty easy. In my opinion I think it is wise to try to fill them first, and get them applied to your evaluation as early as possible to avoid the risk of them being caught in a sudden and unforeseen downgrade.
