Has anyone ever heard of WGU? Western Governor's University?
They are online, competency based, and take Clep tests, not sure about others. I'm looking into them. It's also a teaching college.

I plan on attending them for teacher cert. after I finish my undergraduate. When it comes to online teacher education, they are consider one of the best(according to people on Degreeinfo.com). I dont' know any hard info on their undergraduate programs though.
