A few months ago, I joined TESU and have successfully completed two courses through Sophia Learning. However, I have not yet transferred those credits to TESU. I received an email from the college as below,
"We hope that you have enjoyed your start here at Thomas Edison State University. Our records indicate that you have not yet registered for the next term.
The Office of Academic Advising encourages you to meet with an academic advisor so that we may help you plan for your next term and beyond. If I am not available to meet with you during a time that best works for you, I encourage you to arrange to meet with one of my colleagues...
We look forward to hearing from you soon, and thank you for choosing Thomas Edison State University.
"
Following the advice, I enrolled in the TECEP test four months ago. The email suggests a need to enroll in courses, but I am unsure if I should first transfer my completed credits regardless of the number. Do I start to enroll in courses from the TESU? If anyone has the same experience, could you give some advice? Thank you.

This notice is of no consequence, it's just encouragement. You have to remember, TESU is looking at this from a viewpoint that you will be taking everything from them, so when they see you not actively taking a course, they think you're stalled. You know that's not so.
Continue the plan of earning your credits. You should probably send in a transcript every couple of months, just to get them into TESU's system. Occasionally, they make changes to their transfer equivalencies, but if they are already on your transcript, the changes won't affect you.
NanoDegree: Intro to Self-Driving Cars (2019)
Coursera: Stanford Machine Learning (2019)
TESU: BA in Comp Sci (2016)
TECEP:Env Ethics (2015); TESU PLA:Software Eng, Computer Arch, C++, Advanced C++, Data Struct (2015); TESU Courses:Capstone, Database Mngmnt Sys, Op Sys, Artificial Intel, Discrete Math, Intro to Portfolio Dev, Intro PLA (2014-16); DSST:Anthro, Pers Fin, Astronomy (2014); CLEP:Intro to Soc (2014); Saylor.org:Intro to Computers (2014); CC: 69 units (1980-88)

Basically, if you took the TECEP 4 months ago... You have 7 months left for your enrollment, you can enroll in the same TECEP if you don't 'finish' your degree by then. Each time you enroll in a TECEP, you add 12 months to your enrollment for unlimited academic evaluations and advice (if needed), plus you get to keep your catalog year and all the other benefits of being an active student (discounts, NJ library, Office365, etc, whatever else).
