WGU will not accept international students. This is not new with them. They have limitations with online speeds and proctoring.
UofP is NA which makes it tricky to transfer their courses. TESU requires 24 RA credits and they don't accept NA credits. ABET is probably not realistic with NA credits.
There's no such thing as candidate RA credits. You are either RA at the time of completion or not. There's no changing it and going back.
GTech will care a great deal about your grades so keep them up.
Have you looked at the degree requirements from TESU, EU, and NAU? I wouldn't worry about trying to fit all of your courses into a degree. There will be courses that don't work.
