From the sounds of the article, UCLA will use the new space (at least in part) to house students. How much would is suck to get into UCLA, get a housing placement, and find out your housing is 30 miles from campus?

It didn't sound like that to me.  Nothing said they'd be just housing students there.

I'm guessing they will put a single (or several) programs on this campus, and they would be kind of standalone.  You have a campus with everything you need to take on 1000 students - including housing, classrooms, whatever.  Why would you only HOUSE students there?  Wouldn't it make sense to have the XYZ program there on it's own campus - let's say the school of nursing?  Maybe grow it larger.  Add some specialties.  Add layers.  Add a School of Physical Therapy.  And so on.
