The latter. Accepting transfer credits is part of the evaluation process, which is part of the application fee. Transfer in all you like for that $75. Don't expect them to update each time they receive a test transcript until you do pay that enrollment fee - so track from the evaluation yourself and call the express line with any questions - but if you go the testing route with just one course for a GPA, you'll pay from the Enrolled Options cost sheet. Thomas Edison State College | Enrolled Options Plan (annual enrollment + technology fee + credits + graduation fee at the end). It's very reasonable if you plan to test out of pretty much everything. Otherwise, the Comprehensive Tuition plan is the way to go.
