And TA differs by service, so what's applicable to the AF doesn't necessarily apply to other branches. Each branch has it's own rules.
I'd use it when you need it. Don't worry about whether you're in or not. You'll save enough money by CLEPing out to make up for it.

I'm still trying to find the rule on the Air Force for Tuition assistance if you separate while class is still going. I don't want to use my GI bill until i have to, so i'm looking into TA or last resort would be take cleps, but i'm not using my GI bill until i get out. They need to make the new GI bill count for online classes.
